VCDS 12.12 (Release 12.12.0 through 12.12.3) was released by Ross-Tech, LLC, around late 2013. Unlike generic OBDII scanners that merely read generic fault codes, VCDS is a "factory-level" diagnostic tool. It accesses the proprietary VAG protocols that dealers use.
